Suggestions For New/Upgraded Gaming PC £1250 (~$2000) budget

First off, many thanks in advance!
Tom's was my go to forum for help when I first built my gaming PC, and has yet to steer me wrong.

I am looking to upgrade/rebuild my gaming rig.
I've had issues with my graphics card recently (fan is giving up on me) and given that the Christmas game season is fast approaching I wanted to treat myself.
It's also been about 3 years since my last upgrade, so I'm happy to spend what I need to and sell on what I can.

I do have some existing parts I think should carry over without too much problem, however please feel free to correct me if I'm wrong.

Approximate Purchase Date: Before Feb 2015
Budget Range: £1000-1250 (around $2000) with a possible max of £1500
System Usage from Most to Least Important: Gaming, Game Development (Unity, UE4), Streaming, Watching Movies
Are you buying a monitor: No unless otherwise recommended (see part list below)
Parts to Upgrade: CPU, Mobo, RAM, GPU (as a minimum, I assume)
Do you need to buy OS: No will use current Windows 7 64bit key

Additional Comments: I will be aiming to play Dragon Age Inquisition and Witcher 3 on as high performance as is feasible.
Why Are You Upgrading: Current Graphics card has reached it's end, system has struggled with old games it used to run happily and despite formats and memory changes I've not had any real luck.

Having only built this rig a few years back I'm still fairly new to the build your own PC game, so any help or suggestions would be greatly appreciated.

This leaves room for additional parts. I added two 970's just to show you the options, at 1080p one would be more than you need.

You would probably be better off with just upgrading the graphics card right now. That Sabertooth is a great board (I owned one, with a 990X) and the 950 is still a capable processor, if it's working good for you then you may want to wait for Skylake (or find a better 1366 processor for the interim).

I know that in theory the 950 should be more then powerful enough.
However I have been having problems with games like Borderlands 2 that as I play them, they start to slow down over time.
I've checked my temperatures and everything is running cool.
My worry is that it's the CPU, Board or RAM... something memory related.

Given I'm looking at upgrading the graphics card anyway I figured I'd do it all in one easy sitting.

That being said... upgrading just the card at first might be a good idea.
Would you recommend a 970 over the 980 then?
Given that I'm not familiar with using SLI.
