Should my rig be able to record LoL at medium-high settings at 1080p/60fps???

I want to record LoL (A non gpu or cpu intensive game) at 1080p with 60 fps.
I am having some difficulty with recording because of frame stutter and overall unplayable lag (Down to 5fps) and I am doing what I can.
I have tried:
Dxtory
Obs
Frap
Mrillis Action!
AMD VCE
ect.
Most of these were pretty good, but just not super quality it seems :/

Seagate Barracuda 1TB HDD x4 (I think these are the storage devices, I don't really remember)

Watercooling Specs:
x9 XSPC G1/4" to 1/2" ID 3/4" OD V2 Compression Fittings (Black Chrome)
x1 XSPC G1/4" Threaded T-Fitting (Black Chrome) (I wanted a T drain in my loop)
x1 XSPC M20 to G1/4" Fillport (Black Chrome)
x1 XSPC Raystorm CPU Block for Intel
Some 1/2" ID and 3/4" OD Tubing + Distilled water and PT Nuke Biocide
x1 XSPC EX 420 Radiator (It's going outside the chassis)
x1 XSPC Photon 270 with D5 Vario Combo

that must be a pretty rig with all that liquid cooling :)

You should be able to record no problem, that is a top of the line CPU with a high performance GPU. You should be fine.

try updating the BIOS on the motherboard, and graphics drivers if your having issues.
