getting 2-3 mbps out of 10 cause of packet loss jitter?

Solution
I used to have DSL as well. Having the filters installed at each location where there is/was a phone line is key. Otherwise, the DSL signal leaks out of the line.

The filters are inexpensive, and your ISP should provide them to you.

If that does not work, you will likely need a new modem as they need to be replaced every few years.

I had packet loss problems for awhile, it was horrible for online games but I called my provider a few times and they eventually came and replaced the line to my house and installed some new filters. Now games are fine and web pages load faster.

should i replace my cable aswell that i own right now ? or just get filters

If it's a master filter install you get, it's one new filter where the line enters your house, and you no longer need to use individual filters.

However, the lines company will probably charge a fairly substantial fee (because it's going to be on your property, not on their network, and it's optional).

i have no idea what those filters looks like can you show me a pic or something please :)

A DSL master filter looks something like this, and is meant to be permanently wired:

A normal filter (you should have one on each telephone. If not, fix it and it will work way better) looks like this:

I don't use those because I just use a cell phone but the tech told me he did the line and something with a filter and bridge. I do have like 4 of those that came in my router box though. Did you get some with yours? should use them if you have phone service.

Poor joints (most often at the road end of the lead-in) are also a major issue.
