GTX 760 Being Bottlenecked by FX 6300?

So recently I overclocked my FX 6300 to 4ghz. When I hopped on my BF4 I noticed I had only 14%-60% GPU usage and my CPU's usage was through the roof. I have no clue what could be causing this. When I was at 3.5ghz it did not seem to bottleneck that much. How could overclocking decrease performance?

Specs:
CPU: AMD FX 6300 @ 4ghz
CPU COOLER: Coolermaster Hyper 212 evo
GPU: Stock EVGA GTX 760
MOBO: Gigabyte ga-78lmt-usb3
RAM: 8GB
PSU: Corsair 750m 750 watt

Yeah when I overclocked the first thing that came to mind was the temps. I ram it in prime96 for a bit over an hour and the temp only reached a max of 46 Celsius. The main reason I also did oc is because this holiday I might be getting a 970 and I wanted to reduce the bottleneck that will be caused between the two. Also also one thing I might know whats causing the bottleneck is when I went into prime95 and tested I noticed not all the cores were locked at 4gh. Some actually dropped to 3.8ghz and raised back up to 4ghz. When I was just simply browsing the web I noticed all the cores were fluxuating but had a max of 4ghz. Very odd.
