CPU or GPU? Choppy Games

Is it my CPU or GPU?
I tried the the new gens game before while I'm still using 4gb ram. so I upgraded to 16gb ram but the game is still choppy.
Note*** Can feel just a weeeeee little faster.
but still choppy in a serious case...

Current Spec,

CPU - Intel Core i3 3220 @ 3.30GHz
SPD - G.skill - [2x8gb] 16gb RAM
GPU - NVIDIA Geforce GTX 650 @ 1gb
PSU - Seasonic S12II-520Bronze SS-520GB

Excellent for gaming , the Gpu is the bottleneck. Upgrading the GPU will yield in better results and less choppy performance .

Best mid Range card ( IMO ) : R9 270

Best lower High end card ( with the recent price drops ) : R9 280 which beats the GTX 760 for just $180 .

These are two of the best options on the AMD side which for the price can't be beaten by Nvidia. If you prefer Nvidia then you might be able to get the GTX 760 which is still an excellent card.

Honestly, it might be a bit of both. GTX 650 is really on the bottom end of gaming computer GPUs (especially if this not a ti). However, a duo core CPU just doesn't hack it in gaming anymore. If you are going to upgrade something on your computer you really need to upgrade to a quad core. You should get an i5 and that should help you out in a major way. Make sure the cpu is compatible with the socket on your motherboard though before you purchase anything.

If you are tight on money but want to upgrade your gpu even just a bit the gtx 750 ti is a phenomonal card for the money. It is $138 and boasts slightly better visuals than an xbox one. If you have a little more money to spend the gtx 970 is the best card on the market for the money period. Buying a evga gtx 970 for $360 is such a steal.

If you only have money for one update though definitely get a quad core i5 cpu. Graphics cards get upgraded frequently, but buying a decent cpu will last you a long time especially if you overclock it a bit.

And sadly, you did not need 16 GB or ram like someone pointed out already. 8 GB is the perfect amount for gaming. Anything else is just extra for gaming.
