Need help, CPU not showing correct clock speed

If you go into BIOS and disable Cool 'n' Quiet and C1E, does your processor run at full speed?
were would i find that ?
Usually under advanced chipset options in BIOS I think, but I just took a look at the picture you posted earlier and your clock ratio is at 2800MHz auto for some reason (I'm guessing the 95w TDP motherboard). Try to run a stress test and see if it boosts and then you could manually set the clock ratio to that speed.

maybe it changes when under load ?? some show idle speed and as the chip goes to work it will change that per core [???]

Try running Prime 95 and check CPU-Z again. I assume 2.81Ghz is the idle speed, once under load it will speed up.

if you look at cpu-z at idle and see the what it shows then put a load on the chip it should change that to what the chip is rated for per core [if you right click on cpu-z it should show all cores ] and you can see them go up and down as there needed

worked for a lil then crashed computer

That CPU is not supported by your motherboard: http://www.gigabyte.com/support-downloads/cpu-support-popup.aspx?pid=4311
Your motherboard only supports CPUs up to 95 Watts, putting an unsupported 125 Watt processor in there is likely to kill your motherboard. I'd suggest removing it and putting your FX-6100 back in immediately, or replacing the motherboard.
