Sudden Poor and Inconsistent Internet Speeds

My internet speeds and ping where find before wednesday 12th when my ping skyrocketed to 600ms in a League of Legends game. From that day onwards my ping to League and DOTA servers have been anywhere from 170-900ms (Average 400ms) with speeds of anywhere between 1-15mbps( Average 4mbps) I have no idea what could be causing this.

We have had similar issues like this in the past that've been fixed by replacing the modem, but we've already done this twice and the new one we've brought is a decent quality one. (BELKEN, will find model name ASAP)

When resetting the router I have a good period of 30secs - 5mins of low ping (30ms) and my usual download speed (2.5MB) but then after it returns to it's poor state.

The other members of my family are wireless and I'm on ethernet. I've tried playing around with some settings in the modem, and restarting it to factory settings, but nothing seems to work.

Other internet users in my household have found a major decrease in internet speeds too

I'm completely stumped on what to try next. Any Input would be greatly appreciated

First I concur on just YOUR PC connected to the MODEM directly and see what you get. That tells you WHICH WAY to look (towards your ISP, your PC, or your network and the other systems connected to it). Once you get this test done (do some speedtests from DIFFERENT locations and DIFFERENT speedtest websites, DO NOT rely on just ONE speedtest website result of just ONE or TWO...
Decent quality and belkin is an oxymoron, belkin while not the worst brand by any stretch, is not one that screams quality.

Lets eliminate variables. Plug pc directly into modem and bypass your router and see if that helps your ping.

This could easily be an issue with the ISP, ISPs love to blame your equipment for the poor quality of their connection.

Once you have that in hand and IS the ISP then call them up and explain your DIRECTED WIRED connected and since this date these are your now responses with NO other equipment involved. Can be anything at that point to even the squirrel outside chewed on YOUR wire on the pole that night and no one knows till they 'get up there' to look at it.
