What might be wrong with my internet speed? Promised 15mb/s only getting 600kb/s

I am on Demon Internet, they're website says speeds up to 19mb, however they say my post code should get around 15mb. So why do I get around 600kbps?
We have a pretty old Netgear router through an ADSL line and I really dont trust it that much (the connectivity is awful) but even my dad's mac on Ethernet still gets the same speeds as me. It cant explain how Im getting about 5% of my promised speed though.

Demon support reset the "line" for me and asked for me to reset and reboot my router yet it didnt help.

Call ISP and have their technician check it out.

Either the service to that area is awful or there is something wrong between the hub and your home.

DSL as a technology is inferior to others as DSL has a very quick decline in speed the farther away you are from their hub/station. It also shows a quicker decline in speed based on how many users there are (not just users at your house, but users connected the hub/station you are).
