Problems installing OS on x79 UP4 motherboard

I have a x79 up4 motherboard and it won't boot the OS from the optical drive or usb. what could be the problem?

yes they are. I have had trouble with 3 optical drives, one opens and then just makes weird noises, I replaced that with a new optical drive that just flashed and didnt open, and the third one doesnt work at all. I can't be having this bad of luck with every optical drive. I know all power and sata cables are on correctly. What else could cause this? or do i just have bad luck with optical drives?

You have already been asked if your Optical drive is higher in priority than your hard drive although if your hard drive is new this should not matter. You have also tried different optical drives.
So now have to suspect the O/S disc Do you know its O.K or describe its label

I'm assuming that it might be the power cable. The power cable is connected to both hard drives and the optical drive. The reason why I didn't think it was the power cable is because the first optical drive did get power. Is it possible for the cable to only send a little bit of power so that a drive turns on but doesn't actually spin?

Also the hard drives didn't show up in the BIOS, which makes sense if the power cable is faulty.

I don't think the power supply is the problem. I would guess it's the motherboard have you tried the manufacturers technical support ?

I don't think a cable could be faulty or the PSU which leaves only the motherboard. I think you have a very difficult problem to solve. Can you borrow any components to try ?

This might seem obvious but did you know that after POST you must hit a key to boot from the CD. The computer displays this message after POST but it may sometimes flashes on and off to quickly for viewing.

yea i have done that, it doesn't sound like the drive is spinning. My assumption is it isnt getting enough power, which could also suggest the cable being faulty. I am going to get a replacement cable to see if that works and go from there.
