My friend is finally getting a new desktop but he only has 500 to spend on it what is a good build for him? He also needs a monitor and he said maybe an hdd he doesn't need a OS he already has it on disc. If possible can you use pcpartpicker?

The words "good" "PC" "500 to spend" don't really fit together lol, especially if that includes a monitor! Look around the 700-900 dollar range, UNLESS you buy all used parts from ebay...
