PC no post no beep no display

So when I power up my automatic voltage regulator, the mobo automatically turns on and CPU fan runs, no post no beep and no display. I've tested all the memory components (RAMs, HDD, DVD drive) on the other PC. They're all working. I removed the CPU heatsink and let my finger touch the CPU. After a minute, it becomes warm meaning there's some activity on the CPU. Tried no RAM, no HDD, no DVD drives and still no error beep.
It has been stored in a room months (around 5 months) before and in good condition.
I've tested all the memory components (RAMs, HDD, DVD drive) on the other PC. They're all working. Tried to plug in USB mouse and keyboard and there's no light on them. I removed the CPU heatsink and let my finger touch the CPU. After a minute, it becomes warm meaning there's some activity on the CPU. Also tested the monitor on the laptop using the same VGA cable and it works. Removed CMOS battery for 1 day and tried the CMOS switch, still no luck. Tried no RAM, no HDD, no DVD drives and still no error beep.
However, when I removed the 4-pin CPU power supply, it gives me 4 long beeps. I tried removing the CPU from the motherboard (with the 4-pin CPU power supply) and it gave me 3 long beeps.

*HP Compaq DC5750 Small Form Factor
*CPU: Athlon 64 X2 Dual-Core 3800+ Processor (2.0-GHz, 2x512K L2 cache, 2000-MHz FSB)
*RAMs: 2 1gb Samsung DDR2 memory
*Harddrive: Seagate 80gb connecter to a 3gb SATA
*Graphics Card: Built-in
