PC won't start even with new PSU

You can read some of this to figure what I'm at, at the moment(comments section mostly). Basically my PC worked last night, but then I turned it off and replugged the HDD because the BIOS wasn't recognizing it at all. After I did that, the PC doesn't turn on anymore. I best I got was a split second power LED and then an immediate shut down after. The fans started to spin for a split second and then stopped. The PSU works because my PC was working fine last night, except I was just trying to fix whether or not my HDD was dead or not. I don't think it is, but I'm not exactly sure about anything right now. I've reseated the RAM and CMOS unplugged power switches etc and still nothing happens.
So I think I've come to the conclusion that I some how screwed up my motherboard or something, because what else can cause a problem like this if it's not the PSU? And if the Mobo is fried, is the CPU still okay? Cause I would hate to buy a new CPU
