I would like to increase my video memory I have

16GB of Ram

GTX 760 Nividia Video Card
Total Available Graphics Memory: 4096
Dedicated Video Memory: 2048
System Video Memory: 0
Shared System Memory: 2048

So how much can and/or should I increase it too for the latest games such as Dragon Age: Inquisition?

All correct.

The only time you can actually change this is using the GPU that is in a CPU/APU as those just share your System Memory.

*If you want to upgrade the only card that makes much sense is a GTX970. Otherwise, just TWEAK the game quality settings. Settings like Anti-Aliasing can use a lot of Video memory.

You don't need to really know the specifics as you can use FRAPS and just tweak towards a specific frame rate. If you don't mind the screen tearing, you can try the GeForce Experience settings which attempt to optimize your settings. They aim for about 40FPS.

I think you should have a pretty good experience with a GTX760 for Dragon Age Inquistion if you tweak properly, nor do I think more than 2GB will matter at that...
a 760 is a good card. though i do not think it can handle ultra of inquisition (i have a friend with a 970 and only get in the 50's in the bench)
and no, you cannot increase the vram. not sure how windows handles it, like what if your vram is not enough, maybe it uses system ram also somehow. however, vrams are faster as much as i know.

my advice, just lower the settings a bit
