Does my Intel Core i3 bottleneck my Sapphire Radeon HD 7770 Ghz 1GB GDDR5?

Hi community,
This is my first question so that's why it might be written in a weird way. Anyways you can see the title, so that's my question. I want to mention that I saw some symptoms of my CPU bottlenecking my GPU. I play a lot of League of Legends. My rig can play everything on very high with around 110FPS. But one day I wanted to mess around with the settings so I put everything on very low and there was a 10FPS positive change only. I was very confused, but I let it go. Now I got AC Unity and I know the game is terribly optimized, but I put the settings everything on very high and all the way down to very low. I play on a 900p monitor by the way. And also i changed the res to 640x480. There was no FPS change. The thing is I saw some videos on YouTube playing ACU on my GPU and it ran on medium 900p with around 30FPS. So I want to know if my CPU is bottlenecking.

My full specs:
Intel Core i3 540 3.07GHz
Sapphire Radeon HD 7770 Ghz Edition 1GB GDDR5
6GB RAM
Cooler Master 600W

Are you shure? I'm asking this because I've seen the 7770 do better things. Especially because I saw no FPS difference when I changed settings and my i3 is 1st gen.

Hey pal, thanks for trying to help. I know the GPU is not very good anymore, but I saw a lot of YouTube videos and 90% of them ran games way better than me and all of them had i5s. i3 3k or 4k and some had amd processors. So I'm not sure if it's
a GPU problem.
