Will this gpu with my cpu make the system run worse or work in a negative way?

So i plan on buying either a new gpu or get water cooling for my cpu.
Currently i have an AMD FX 6120 six core 3.5ghz
and a AMD Radeon 7570
if i get a new gpu say either an ASUSR9 280X or GTX 760 SC will this make the performance of the cpu better harder will my games suck or be better? Also if i shoudlnt get a new gpu should i water cool the cpu or get another cpu because currently im running stock cooling. (ik im dumb but im on a budget)
Also should i get an r9 280x or an r9 290x

Any of those GPU's will vastly improve your gaming performance. A graphics card will not bottleneck a CPU, a CPU will bottleneck a CPU. Essentially you are already experiencing any bottlenecks you would after an upgrade. In games that are not CPU intensive it will perform just fine. In games that are more CPU intensive you will see a decrease in performance compared to another system with a "better" CPU, given all other components are similar.

Go for the GPU upgrade and be happy. OCing that cpu really won't buy you much in gaming performance over a GPU upgrade. Also, what power supply do you have since you are talking about quite a leap in your video card selection? Make sure it can handle the upgrade.

Anything over the R9-280 (non-X) would be bottle necked by that CPU. You would be wasting your money. You can try OC'ing the FX-6120 if you want. It will help a bit. But you will need aftermarket cooling. The GTX 760 would probably be the best solution. It is only slightly lower performance than the R9-280 in most games but uses less power.
But before you do anything, be sure you have a good quality PSU of at least 600W.

Water cooling won't help anything with performance, but it will keep keep the CPU cooler if you OC.

so now im thinking of def buying a corsair H80i and OC my cpu to prob around 4.5ish, my question is will this set up still bottleneck a r9 280x/r9 290? pls answer quick!!

Big IF when it comes to picking a number out of the air for an OC'ing goal. Assuming you reach it, It may still be on the margin for a R9-280X. Anything more than the 280X, and you will only see any benefit from those games that are GPU limited. On the other hand, if you go with more card than your CPU can keep up with, you will always have potential for upgrading the CPU next. Up to you.
