GTX 980 SLI - Cards run at different clock speeds

Using msi after burner and oced both of the cards exactly the same.

One card runs at the overclocked speed and the other staying at stock speed.

Why is this ?

EDIT - Shadow of mordor , they both run at the same overclocked speed though.

Power saving plan is high performance. What do you mean ?

Using afterburner... right click on the graphs and go to properties. Then click on General (far left). Then the top box is "Synchronize settings for similar graphics processors". That will unify your clock speeds.

I ticked that and clock speeds are both the same when i played shadow of mordor. Why was one card unstasble at 1476clock speed and now that i purchased another gtx 980 they are both stable at that clock speed?

Yes but i linked that with each other. If say one card is stable at 1450mhz and other at only 1420mhz , should i link them and oc them to 1420mhz ?
