Bios/Splash screen will not come up

First time building a desktop =) but, i've run into some troubles...
Upon booting up the computer I hear the normal beep POST is alright, i've hooked it up using an HDMI cable and when it boots up theres nothing, just a black screen. No Splash, Bios, or anything. The monitor recognizes that there's an output but the motherboard isn't broadcasting anything. Fans are running, hard drive is spinning but I can't get into bios or even have anything being broadcasted on the screen. Everything is black.

Could it be the motherboard? The processor i'm using is an Intel i3 4150 which is the Haswell Refresh. Could the Haswell Refresh be the issue here?
