Screen not centered

Every time I boot up my desktop the screen is always off center to the right. I tried the monitor setting but they wont adjust it. It only does it when shut down from the start menu or after updates. I can manually shut it down by pressing power button and it boots up fine. Any ideas whats causing it? Its very annoying
 
Solution
First, never shut down the computer just by holding in the power button unless you have to because the system is locked. Doing this hard shut down can damage the hard drive easily and cause file system corruption.

Does the monitor have an auto-adjust button? If it does, use that and see if that helps. If no auto-adjust reset the monitor settings to default. Also check to make sure the refresh rate is at 60 and check for a driver update for the video from the PC / Motherboard vendor.

No graphics card just on board graphics the MB is Asus M4A78LT-M monitor is a Visio 19 inch tv with rgb input (I am limited on space) VGA cable. I built the computer in 2010 and never had a problem till it started about 4 months ago. I do put the computer in low power setting when not in use
