New Built Computer Doesn't Turn on or boot

I just finished building my PC, it's not turning on or booting. It only turns on by pressing the CMOS button on the motherboard but even then it beeps 4 times and shuts off after about a minute. Here are my Specs:

1 x Intel Core i5-4690K Devil's Canyon Quad-Core 3.5GHz LGA 1150 Desktop Processor
1 x EVGA Z87 FTW (141-HW-E877-KR) LGA 1150 HDMI SATA 6Gb/s USB 3.0 ATX Intel Motherboard
1 x CORSAIR Hydro Series H100i CW-9060009-WW/RF Water Cooler
1 x EVGA GTX 780 TI SC
1 x SeaSonic X-1250 ( SS-1250XM2 ) 1250W ATX12V / EPS12V SLI Ready 80 PLUS GOLD Certified Full Modular Active PFC Power
1 x CORSAIR Vengeance 16GB (2 x 8GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model CMZ16GX3M2A1600C10

CMOS button doesn't just turn on the PC it requires me to push it about 3 times before it starts. When I press the front power button on the PC turns on and off for a split second same thing with the CMOS button. Only way it turns on and beeps 4 times is when I simultaneously press the CMOS button.

Alright Ill try it once I get home in like 30 mins, I hope you are still on so you can help me with this issue in-case it isn't that but I hope it is.

Yeah that didn't work I check everything and seems OK. I was able to get into bios but only way I can turn the pc is by pressing cmos button three times fast. Other than that I'm not able to turn the pc on by other means.

It sounds like you placed the front panel IO headers in the wrong position. Can you turn on the computer using the reset switch or something? And if it is really a new computer, you should only be able to boot into the bios because you do not have windows installed yet.

Reset switch and power don't do anything. When I press the power button it turns on and off in a split second. I also noticed my motherboard is only taking one ram stick when I put two it doesn't accept it.

Oh it's quickly power cycleing? Well, it can be anything plugged into the power supply/ the power supply itself. A bad hard drive / ram / dvd drive / (most likely not) motherboard / case fans. It could also be a bad connection somewhere. Re seat all the connections. Take out all of the non essential items, graphics card, hard drive, case fans, front IO usb's and try to just get into the bios.
 
You may have to update the BIOS, so it'll support that CPU. Since its a Z87 mobo, and the CPU is a recent CPU

And if the right BIOS isnt on it now, its not going to do anything

Only prob is if you cant update it (if it doesnt turn on), the only option is to take it into a shop and ask them to flash the BIOS

Or you'll have to buy a CPU it supports now then do it

Yeah I found out the real hard way today, I actaully ended buying a new motherboard z97 chipset. I can't believe this happened almost 24 hours of troubleshooting. Any recommendations with cpu that is comaptible with the z87?

The 4670k is but if you find a way to update the bios you don't need one. The 4670k is the 4690k but runs a bit hotter because bad thermal paste on the TIM
