Inter Core i3 cpu 540@3.07ghz (4cpus)
4GB RAM ( plan to upgrade that as well )

Then as long as it will fit the dimensions of your case and your CPU is capable, you can use most any card you want. That board only supports PCIe 2.0 speeds so getting an outrageously high end card is probably a waste. Something mid-range would be a good choice.

You can buy any of the latest graphics card, you motherboard will support it. The question if how much do you want to spend.
For $200: R280X is a good choice. For $250: R290 is a terrific choice. For $300-330: Geforce 970, R290X

No, those are not good choices with an i3 CPU.

He'll get a bottleneck even with 760 and R9 270X.

Getting a bigger card isn't going to cure that. Only upgrading the CPU will help, so as I said, for the CPU he has NOW, that setup is likely the best choice. I'd probably go with the 270x. The 760 just barely edges out the 270x in performance, but the 270x is quite a bit cheaper. And if you overclock the 270x a bit, it easily beats the 760 at it's stock clock.

If a processor update is also required i might as well make a rig from scratch no?
Can I have ur suggestion on what card i can go with without a bottleneck? ( to play witcher3, COD AW on low-medium setting with decent fps )
