PC won't shut down completely at times - need help

It's random, and not very often, but sometimes when I shut down my PC it won't shut down completely. My monitor will loose video signal, but the fans in the case (cpu etc.) will work at a minimum, while the red led signals the same. I want to know if there is a way to find out exactly what is at fault. I forgot to mention also that the problem is quire recent, the only way to completely shut it down in that state is to keep the PC power button pressed. Also this morning when I started my PC it went past the bios screen and then it shut down, not making it all the way to the login screen. Second try worked normally.
