would e5400 bottleneck gtx 650 ti

An E5400 would definitely bottleneck that GPU, especially in CPU dependant games. I probably wouldn't run anything faster than a GT 730 Gddr5 with that CPU, and even that will bottleneck. In WoW, during the last expansion, my old core 2 E810, @ 3.2ghz, couldn't properly feed a GTS 450. The low 1280x1024 resolution, of the monitor I was using, probably didn't help., though. Time for a new system.
