Sapphire Vapor-x r9 280x 3GB oc wont overclock?

I just got this card "Sapphire Vapor-X AMD Radeon R9 280X OC 3GB" the clock is stuck at 950Mhz and it wont go higher, i tried overclocking in catalyst,msi afterburner and sapphire trixx. Gpu-z says the clock is at 1150 which i set it to but it is still at 950 mhz when i benchmark or play games.. can someone tell me how to fix that? i did google it but can't find anything about this problem.

Monitor gpu clocks, temps and voltages with afterburner. Also push power limit to 20%. What PSU do you have? This is power hungry card...

and it doesnt matter if the cars ude is this small or 99% it doesnt change

Well you cant run a 280X with 2x8 pins on a 450W PSU.

Minimum 550W or higher.

but there was enough pins to connect it? i mean it runs bf4 at 80+ fps like this, and temperature doesnt go higher than 70.. please tell me there is another way

I'm sorry but card is throttling. Only way is to give it more power...

It would be best test a card on some other pc, like friends.
