I'm planning a mini itx build for the holidays. It is for mostly gaming, streaming, and office work. The budget is $1100 without the case because the case has already been purchased.

I would rather buy parts from newegg or amazon. I do not plan to overclock or SLI/Crossfire. my monitor resolution is 1920x1080.

Please let me know if this build looks alright generally or if there is anything that stands out to be totally off. Also, what other tools or accessories should I plan to get(PSU tester, anti-static mat)?

That's a very solid build. I can't comment on the need for a PSU tester or anti-static mat, I have seen them used but never had them personally (and I haven't had anything blow up, yet). Seasonic PSU's are good quality so I wouldn't be concerned about testing it, unless you want to do it for fun.

Petty solid build. You can take the CPU from the 4590 to the 4460. They are both Haswell Refresh, however the additional 100MHz is very negligible. Past that consider memory modules without tall heat spreaders (GSKILL Ares perhaps), and consider scaling down to a 550w PSU (600+ is way overkill). You could also likely skip the additional case fan... Since you aren't overclocking the two stock fans will be fine. Enjoy that build!

How about....

For streaming, I would want i7 class performance. Made some changes, without losing quality, and included a Xeon 1231v3. :D

They aren't needed, can impede airflow across the board and get in the way of aftermarket CPU air coolers. The latter isn't an issue for you, but regardless the heat spreaders aren't needed. The Corsair modules you have listed are great and all, but have the same specs as the Ares modules and are $3 more. No need for the heat spreaders and no need for the additional cost...

does the CPU affect streaming that much?

For reducing costs... If you are open on changing the case, check out the Elite 130. Also, the XFX Gold 550w currently is a bit cheaper (rebate). You can't go wrong with either of those choices. Still think you can drop the extra case fan...
