Corrupt file downloads

Hey, for the past few months i've been having an issue where the majority of downloads corrupt if they are downloaded from a browser, it doesn't matter which browser, however monitored downloading software such as steam or torrents seem to work fine, though nvidia graphics drivers do not. Thinking the issue may have been corrupt system files or malware I went through many methods and yet none of them worked, this lead me to doing a fresh install of windows (8.1 pro), though this has not solved the problem at all and I now im finding more problems with corrupt downloads (steam can't update, java wont install). I have also ran a memory diagnostic and there seems to be no issue there, what could it be?
 
Solution
This is a longshot, it may be done by malware, it may be done by faulty ram/and or faulty hdd/ssd. Also by some bad settings on Your router, or modem.

1. please check Your hdd/ssd for health with Crystal Disk Info
2. please run some internet tests for internet connection and check Your packet loss and internet quality
3. run some gateway tests
4. run fullscan with Kaspersky Pure/AdwCleaner/HitmanPro and MalwareBytes [these You can keep]
5. run at least one Memtest86 full wall test
