Mouse & Keyboard Only Work in Bios

I've seen this posted around a bit but haven't actually seen a workable solution unfortunately.

I am working on an Dell Optiplex 760 and for whatever reason it has ceased to register USB inputs once Windows boots. I have circumvented this by disabling the driver signature enforcement, but I cannot seem to find a way to use these without them. The keyboard and mouse are USB 2.0 and there is no ps\2 input, so I cannot use that. I've uninstalled and reinstalled all the drivers but the problem remains. I don't want to disable the signature enforcement permanently as technically it opens up some risks for the user.

One thing I noticed was that some of the drivers seem to be 32 bit but the computer is running Windows 7 Enterprise 64 bit. Based on what I've read this should not technically derail anything but I can't really see any way to change over if this would fix the problem. Thanks for the help.
