Would this build be able to play watchdogs on ultra better if it had an i5 or an i7? http://pcpartpicker.com/p/3yJLf7/by_merchant/

Solution
Instead of an i7, get a 'K' series i5. The extra threads of an i7 don't offer a tangible benefit, but overclocking can.

For gaming, the priority should always be on the GPU. A good processor is still important so you avoid a bottleneck, but the GPU should always come first. The combination you've chosen is very good.

"Recommended hardware " doesn't mean anything. Is it for ultra 1080p, 1440p or 4k? Or is it for High settings?
An i5 3570k or i5 4690k will be fine with watchdogs. An i5 4690 will also be fine.

The i5 is enough for any single GPU right now, and pretty much any game. However if you're considering going SLI or Crossfire in the future I'd recommend an i7, the extra threads come in handy.
