Picking the right graphics card for my Dell XPS 8300

So all of my life I've been a console gamer, and lately I've been debating between getting a PS4 and an Xbox One.

But now I'm thinking I would like to actually buy a good graphics card and finally game on my desktop, but only IF it makes sense for me.

So that's the exact desktop that I have. I feel like it has good specs, but that PCIe x16 seems like a bit of a hurdle to get awesome graphics on, since I believe most desktops now have PCIe 3.0 x16.... IDK, I'm REALLY not savvy when it comes to this stuff (which is why I'm here).

I'm concerned that even if I buy a fancy graphics card, it wont matter because PCIe x16 is kind of a weaker serial bus (I'm worried it would almost equate it to watching a BluRay movie on a standard definition tv instead of Standard DVD.... it'd be a waste)

So here's my dilemma. I know there's no precise measuring stick when it comes to this stuff, but my goal is to get graphics on par with the PS4 or Xbox One. And with the PS4 being on sale in the $300s this holiday, I don't see any reason why I'd want to pay any more than that for a video card(otherwise, I'll just go and buy a PS4).

I posted this question on Reddit and I was simply told I should build my own PC. I'm aware that that would be the ideal thing to do, but based on the circumstances I've laid out, if anyone has any tips//advice at all, it would be GREATLY appreciated. Thanks for reading!

i7 2600 is a very good gaming CPU . Since the CPU is Sandy Bridge , the PCI-E slot should be gen 2.x i would pair it with GTX 970 like this one

If The PSU has the right connectors . If it does not have power connectors , i would get this GTX 750 ti

What power connectors has the PSU and make sure the PCI-E is gen 2.0 . Also the max card length
