Why do I have Usable RAM?

Solution
32 bit OS can normally use up to about 3.5 GB of DRAm, however a laptop will allocate some DRAM to the GPU and to other parts of the computer. Best bet is to first check if it supports more DRAM (the laptop itself) and if so, upgrade the DRAM and the OC to 64bit

Depending on the laptop, if it has an iGPU, then some, most of what is being used is probably reserved to be used by that and some reserved for the OS. ( iGPU means the GPU is built into the CPU and they both use the system memory. The opposite of that is the discreet GPU or dGPU that has its own dedicated memory)
