flickering horizontal lines while playing games?

is my Asus gtx 970 defective card?
Hi guys I purchased a new rig a while ago

Specs
I5 4690
Asus h97 motherboard
Asus gtx 970
Corsair vengeance 2x4 GB ram
Cooler master 700 watts thunder PSU
Haf 912 cabinet
2tb WD HDD
Windows 8 pro
Dell 21.5 inch monitor s2240l

Since purchasing I had one problem of flickering and horizontal lines in the monitor .I set everything to avoid the problem like turning vsync adaptive and triple buffering on but didn't help I even tried to lower the settings but the lines did not disappear. I checked my cabinet the motherboard everything is connected well no problems I even updated the driver and reinstalled over 3 times bit never changed the flickering. Even on other games like watch dogs and metro last light the flickering appears .i use hdmi cable btw! It is of a good quality.is it my card defective? and it reaches the max temprature of 75° C is it a normal temperature? i have even re installed the drivers for 3 to four times

What should I do?

75c is hot mate to be honest if you have decent case cooling.I'd expect it for stress testing but not in game with vsync turned on.the 970 is good up to 90c but its a generally cool & efficient chipset so I'd expect temps closer to 60-65.
Do you have afterburner installed - if do what gpu load is it showing in game- are you overvlocking the card at all?

Okay, firstly are you using the beta drivers? if you are or not sure just go to the website and install the latest stable drivers and restart your pc then try again.

Are you locking frame rates in game to 60fps using the in game menus??
It shouldn't be 98-99% constant usage mate IMO if you lock the fps.
Most games I play locked at 60fps only use 70% of the GPU on average - 98% usage all the time is tantamount to constantly stress testing or benchmarking the card which its why its hitting 75c all the time.
Alsomt seems like your card is over clocked too much with the horizontal artifacting.
What are the clock speeds showing in gpu-z.

everything runs fine now i think its the monitor problem because i've got the cheapest 1080p ips monitor and it has around 7 to 14 ms response time i guess i will have to buy a new monitor :( anyways thanks for your help man :)
