PC Boot problems, possible PSU failure?

So this morning when I go to boot my PC, it refuses to start up despite being fine all of the previous week.
The motherboard fans all light up, but none of the fans spin,and nothing else happens the normal "beep" when booting doesn't sound. PC refuses to boot, just sits there. Ive tried connecting my PSU to just the fans to test it out and nothing worked there either. PSU fan nor the case fans spun up. Ive also tried starting up with just one stick of ram, in all slots, but that gave me the same results.
What I want to ask is if this could be anything else causing the problem other then the PSU, before purchasing a new one? Maybe a motherboard issue?

Do you hear the system alarm when you turn it on? It is a high pitched whiny sounding alarm. Make sure EVERYTHING is properly connected before you move forward. If you're unsure how to properly connect everything, consult Google or see a Tech

If you're uncertain how to properly make all connections it is advisable to have a second person check your work before you damage anything

No I don't, nothing had changed from the previous day. When pressing the power button nothing happens at all aside from the lights on the mobo turning on.

Oh trust me I tried that, I've spent all morning trying to figure it out. What confuses me though is, the mobo and GPU lights are still turning on, would that still happen with a dead PSU? PSU fan isnt spinning or anything, but there seems to still be power going through it
