Need help with SSD install / referencing current programs...

I am installing a SSD drive into my desktop tower. Win8.1

I think !understand how to transfer the OS. I have cloning s/w coming with the SSD.

How do I reference the currently installed programs so that I do not have to re-install all the programs?

Can I just name the SSD drive B: and boot from that, leaving my current HDD as C: ?

You don't.
Almost all cloning applications will attempt to move the entirety of the 'C' partition, and maybe the boot partition, over to the new SSD. This, of course, requires that the used space on your current C HDD be smaller than the proposed SSD.

My 99.9% recommendation is simply a clean install on the new drive. And then reinstall your applications.
