I am playing on a server in London.I myself live in Scotland yet my ping reaches like 200 average. Sometimes however it is good and stays at a steady 70 but most of the time it is bad ?

What Alabalcho is going after is possibly a scenic route. 70ms may sound like a low number for normal human experiences, but 70ms is the ping time from the USA to UK. Either the link is congested or it's REALLY long , unless most of that latency is inherent to your connection for some reason, like wifi.

Speedtest is yet another tool to help with testing, but it's not the end-all of tools. You have a 30ms ping to Speedtest, and that's about all it can tell you. It tells you that your connection can be at least that good to other servers if conditions are right.
Open command prompt, and execute "traceroute <your.server.ip.address>". This will show how you reach the server, and how long does it take to reach each hop. This will tell you where it is slow.

It could be that the server yo're trying to reach is connected to slow network (or is overloaded). It could be that your ISP has slow interconnect to that server' ISP.
