You will not need a GTX 760 if you want to MAKE videos. Invest heavily in a good Intel processor for that.

Additionally, if you only are getting a processor you won't need to replace your PSU. If you do decide getting a GTX 760 or comparable AMD card, you will probably need to change your PSU.

I'm not to sure about that PSU. A quick search and I found another thread talk about it, there comments weren't to good about it. I cant really recommend anything as im not experienced enough in power supply's but if i where you i would upgrade my power supply before getting a gtx 760 just to be safe. Thats only my view though maybe someone who knows better than me could give you some better advice :D

Are you from Russia by any chance ?

Will a graphics card not help though ? And it would allow him to play games if he wanted to also. Is there not gpu accelerated applications like the adobe suite ?

A graphics card would help by taking the display computations off the CPU, and make his display look better, but it would not help him nearly as much as a better CPU would.

He didn't say he wanted to play games, he said he wanted to make videos. Not everyone wants to play games.

True, true :D Only problem is he will require a new motherboard if he upgrades to an intel processor.

if your not planning on gaming then buy a more powerful processor ( x99 chipset cpu such as the i7 5930k ) and a entry level quadro gpu ( such as the quadro k2200 ) ... this would be ideal for creating video,s and the 6 cores and 12 threads give you plenty of power for creating/encoding video files
as for a motherboard the x99 boards dont come cheap but the "Gigabyte GA-X99-UD4 "( http://www.aria.co.uk/SuperSpecials/Other+products/Gigabyte+GA-X99-UD4+Intel+X99+%28Socket+2011%29+ATX+Motherboard+%2B+INTEL+CASHBACK+DEAL%21+?productId=61597 ) is worth considering
obviously storage is a important factor with video creation and a 256gb ssd in combination with a 2tb or 4tb hard drive ... use the ssd for your windows os and your video creation/encoding programs and the high capacity hard drives for video file storage ...
lets not forget cooling ... even though your not gaming your components will still generate alot of heat especially during video conversion .... a closed loop water cooler for your cpu would be ideal ( and not too expensive ) and a decent case such as the corsair obsidian 750D .... plenty of cooling and loads of space
