Alright, So my specs are:
Intel i7 2600
2X GTX 670 SLI
12 gb of 1333mhz Ram.
Asus ROG MAXIMUS V GENE Motherboard.

The board and both cards are both capable of running at PCI-E 3.0 16x Yet my first card (EVGA GTW 670) Runs at a max of PCI-E 2.0 @ 8x. The second card (Asus GTX 670 dc2) Runs at PCI-E 2.0 @ 4x. Both are sufficiently powered, Fully plugged in and both remain at the same speeds when stress tested.

Is there anyway to change this/ A reason why it happens?

Also, here is a SC of GPU-Z For one of the cards: http://gyazo.com/b884499a9de19b66a4c9f0df8da47727

Now it never mentions in Bus interface PCI-E 3.0, Is there a reason for this?

Appreciate any replies.

Your cards are probably from before the PCI-E 3.0 protocol was released... not sure on why they are running at 8x and 4x though unless you are using your PCIe ports for something else like storage or usb 3.0.

Both will be at 8x, Yet only one runs at 8x. And they aren't being used for anything else.
And both cards where released after PCI-E 3.0 was released, I'm pretty sure on that one and they certainly support it.

I'm assuming you mean from GPU-Z:
