Ok, so let's just say that this is non sense because my copy of AC Unity is working with a 18-22 Frame rates per second and what's more annoying is that I have the following specs

AMD Radeon HD 8990 (Rebranded HD 7990)
16GB RAM
Intel Core i7 4820k 3.70 GHz
1920 x 1080 Resolution

I am sure it's not my computer's fault? or is it?

Solution
Because your talk nonsense. a single 970 will yield on ac unity about 45-55 fps on ultra 1080p, a single 7970 which is about about 40% slower will hit about ~30 fps on ultra which hovers up towards 40 fps.

A 7990 = 2x 7970 aka 280x x2 or 380x x3 which results in double the framerate most likely. he will get about 50-65 fps in ac unity with a 7990. 970 sli will yield 70-100 fps, 295x2 will yield about the same.

My GTX 970 SLI rig runs AC:Unity at 45 frames reliably (Ultra).

Your computer isn't awesome enough (nor is almost any computer) to run AC:Unity at what we would consider "maxed out"

Apparently they were aiming for 24FPS standard so they jacked up the graphics a ton, but with not the best optimization.
