The 860 wins unless you overclock them. Then the Pentium wins.

IMO...an overclocked g3258 is the winner(cpu to cpu). It keeps pace with the i5 when overclocked.

If you're gonna OC, then get the Pentium with a good overclocking mobo eg ASRock Z97 Anniversary.

Also whats the best z97 board to pair with it between these 4:

Gigabyte GA-Z97M-DS3H (This 1 I can save about 20-30$ for an evo 212)
ASRock Z97 Anniversary ( I noticed this 1 claims to be the best for the Pentium)
MSI Z97 PC MATE
ASRock Z97M Pro4

They can go up to $300. The Anniversary was made to be a low cost z97 for the pentium.

Well Budget is 100$ or lower, Don't really want to spend a bunch on a mobo for a budget cpu. And a z97 would offer some oc, and future upgrade options

FYI: Some of the H97 boards allow for overclocking this Pentium. All of the Asrock boards "H" series allow for oc'ing. Pretty sweet to get the CPU/MB and cooling for $200 or less and have the performance of a much more expensive setup(gaming).
