Im on a budget of $650 and Ive decided a 4460 or 4690k. The thing is i could get a r9 290 with a 4460, but i could also get a 4690k but have to cheap out on other parts. Im on a budget but need a cpu that edits, renders, plays games nice, and streams. thats why i thought amd but intel has nice game performnace so it comes down to 4460 vs 4690k or fx 8350 vs 4690k. Ive heard fx 8350 might be more future proof due to games needing more cores soon, and it can livestream and video edit faster at a cheaper price than the i5. help?

Honestly...No would be my answer. The idea of the FX 8350 being more future proof due to games needing more cores in the future has been around since 6-Cores started being released. The thing is there hasn't been enough change. The 4460 or 4690K will beat the 8350 when paired with the FX 8350. By the time games fully utilize 8-Cores the 8350 will be long dead/old where the architecture of the CPU won't be strong enough to run those games anyway. Just stick with an i5 if you want the top performance in gaming.

The 8350 can be found for as low as $130 currently. There's no problem with you going down that route. You can overclock the 8350 pretty nicely too. Just remember that there will be no new CPUs for the AM3+ socket, meaning...

The FX 8350 is old, with weaker cores. However, it does still have higher cores, so better for streaming and video editing. But is runs on a socket that is no longer being developed.
The intel will preform better in gaming, as it has stronger cores and is built better. However, it has less cores so worse in video editing/streaming.

Neither of them will ever bottleneck a 290 or 970
