Yeah, you should be able to run medium settings on that 270 especially if you bump up the clock a bit. If you push the card a little up around the 270x specs you may even make high settings depending on your resolution.

What is your exact GPU model? R9 200 could be any of about sixty different cards, if not more. Is it an actual AMD reference card? An aftermarket card made by Sapphire, XFX or another OEM?

To OC, as per your PM, download OC Guru II from Gigabyte which is intended for use with your GPU. (But you can probably use MSI afterburner, Sapphire Trixx or AMD Overdrive if you prefer)
