Hi Tom's!

After years and years of lurking on this wonderful site, I find myself in need of your expert advice. I've currently got the following setup:

-I7 860 CPU running at 4.0GHz (the 2009 CPU)
-8 GB DDR3 RAM
-AMD Radeon R9 280x
-Samsung 840 EVO 250GB

Having seen more painful framerates than (I think) I should with this GPU in games like FC4 and Advanced Warfare, would you agree that the aging CPU and platform is the bottleneck? Would you recommend upgrading to something newer? Budget fortunately is not too much of a problem.

Please do let me know! Any advice is most welcome.

Yes your Processor is little old. you can try 4770K processor with

to gain a significant performance increase.

Also I assume your Motherboard doesn't support SATA 3. That SSD of yours can easily saturate the SATA 2 interface. SO the new Motherboard will provide the SATA 3 interface for your SSD for allowing it to maximum utilization.
