Hello guess im very curious as to high much my fps increase would be upgrading from a Athlon 2 x4 640 to a Intel i7 4690k [With a new Gigabyte Z97MX Gaming 5 mobo?

I currently have a GTX 970 coupled with my Athlon 2 x4 640. I Own a Samsung 4k UHD monitor and try to play at 4k resolution every chance I get.

For example im the most interested in my FPS increase in Dragon Age: Inquisition

In DA: I, i get about 25 fps average at 4k high, and about 35fps at 1440p Everything Maxed aside from MSAA. I also notice that when my current CPU the frames have a hard time staying consistent at any resolution so in some areas my frames drop like crazy in a lot of games.

In summary what performance increase should i expect? 10 fps? 15 fps? 20 fps?

you'll notice a big difference in fps. That athlon is seriously bottle necking your card, and not really capable of handling modern cpu intensive games well.

An average of 15-20 sometimes, even more. That CPU is top of the line, its a beast :) The gtx 970 is a really capable card, it will run probably around 60-70 fps in 1440p, in 4k, it will run at over 30fps, almost guranteed with those settings.
