Weird boot up problem (pc shuts off, then on again during boot)

Hi. I have this little automatic shutoff/on problem when I turn on my pc. When I hit the power button to turn my computer on, it powers up for a second then shuts off. After another second or two it boots up again and everything is fine.

The same thing happens when I restart the computer. Instead of staying powered on for the restart, the computer shuts off for a second and then back on again.

I'm thinking it either has to do with my overclocking attempts or my fresh installation of Windows 8.1. Probably the OCing though. I just bought a new motherboard, cpu, and ssd and installed everything yesterday. The weird restart problem didn't happen until I started the overclocking. At one point I had to reset the bios manually, on the motherboard, because once it didn't want to boot up at all.

Anyway here are my specs:
Gigabyte GA-970A-D3P motherboard
Fx 6300 CPU
Samsung 840 EVO 250gb ssd
Western digital 1Tb hhd
8gb Kingston 1866mhz ram
Windows 8.1

Overclocked, the pc is sitting at 4.5ghz with 1.35v running. It's very stable (ran a stress test) except for the weird boot up problem. I tried putting the bios back to 3.5ghz and resetting voltage to 1.2v but that problem is still there.
