I am planning on building a gaming pc soon and I was wondering which cpu is better. The build with the AMD FX 4300 is about $10 more expensive. I will be pairing the cpu up with a R9 270X graphics card.

I would get the 860K with a GOOD FM2+ board. People are now starting to report nice overclocks on the 860K as the 28 nm manufacturing process has bee refined. I own both FM2+ rigs and AM3+ rigs. If I could only own one rig I would spend my money on the more modern chipset. FM2+

What would be a good motherboard as I am on a budget?

860K should be stronger than a FX 4350. I would recommend a MSI A88X-G45 Gaming, Asus Crossblade Ranger, Gigabyte F2A88X-UP4, Asus A88X-Pro but these are the higher/highest end FM2+ motherboards. People with these boards have been able to overclock the 860K (and some 7850K) up to 4.8GHz.

I personally own a Gigabyte F2A88XM-D3H but have only tried software overclock which isn't recommended nor stable. Once my H100i comes I will reset my CMOS/BIOS as I can't enter BIOS due to (Ultra) Fast Boot enabled, and get to overclocking. Also look for motherboards that actually have heatsinks on the VRM/Mosfets. Mine didn't have any so I bought my own and installed them. Good airflow will be important too.

I have a Crossblade Ranger and a A88X-Pro and they are great boards. Very, very good overclocking boards. I got the A88X-Pro for $51 shipped on eBay. Manufactures refurb. Warranty and all. I retired a 8320 at 4.5 GHz with a Sabertooth R2. Don't miss it at all.
