$1500 is a nice budget. See a upgrade kit for your brother rig :)
And your new PC.

If you really want to upgrade, most modern GPUs, even the entry-level ones, will be bottlenecked by your CPU.

I would recommend a cheap upgrade if it's possible:

Intel Pentium G3258:

Gigabyte H81M-DS2V:

Team Zeus Blue 8GB:

And for the graphics, the R7 260X would be a good start.
If you can though, I'd get the R9 270X.

Well if you can afford the R9 280, go for it. Will be better than the R9 270X. If you're getting this tough, like I said, you will need a completely new build. Or you will over-bottleneck your card.

I'm probably going to do a LGA 771 to LGA 775 mod on this motherboard, and get a Xeon X5470 and get something like a Noctua NH-D14 and overclock it to 4.00 - 4.50 Ghz, then what would be the best GPU that i could get for it?

I have about 1500 dollars to spend on a new PC but i'm thinging of giving this PC to my little brother and he want's to play GTA 5 with me, and it isn't going to run so well on the hd 5850.
