RAM isn't working on my new Motherboard

I bought new parts so i can update my computer: CPU, Motherboard, Hard drive, and power supply.
The problem is that the new motherboard detects my ram in every slot, BUT it will only use one of the two 4gb of ram.

I Tryed MSCONFIG, advance boot options---max memory and restarted the PC
THIS ALLOWED ME TO USE THE RAM IN THE FIRST TWO SLOTS. (Black 1 and Yellow 1) Doing this allowed me to access all 8gb of ram, But it does not work on the other slots in any form of combination i can attempt.

Ram doesn't work in:
Black 1, black 2; Yellow 1 and yellow 2; black 1 and black 2.
Even though it doesn't use both rams, it shows on the display that Both ram ares installed onto the motherboard. So to conclude, the motherboard can detect them, but can only USE ONE. Total ram 4gb useable only.

PC wont turn on if ram are in Slots (Black 2 and yellow 2).

I don't know if the motherboard is broken or not.

Can you guys help me determine what is going on here or is it all fine and im being dumb about it lol???

Thank you for your time!!!!!

Windows 7 64 bit installed

Depending on what board you have some will only use the ram in pairs in the primary slots (see motherboard manual). Which board are you using? which way did you mount the cooler? In a typical setup the ram slots are to the RHS of the CPU, the Cooler will be mounted with the fan nearest to the slots. Is this the case with your setup?

PS-- im sorry im stupid ( first time i ever installed a heat sink like this!)
out of frustration i began to tinker with it and i think i can install it the other way around with the longest side going downwards instead.

To start, try loosening the CPU cooler then snug it back down, not overly tight, if too tight in a corner or side it can throw the MC (memory controller) off and you can run into this. Another option is go into BIOS and raise the CPU/NB voltage to 1.2

or remount the cooler and remove 1 of the fans so only the fan nearest the rear is mounted blowing out the back (I admit this is not the best senario but will free up room near the RAM slots, also you will see a reduction in cooling effeciency) Like i said its not ideal.

thank you for the help.... i was able to install it without disturbing the first ram slots!

the only thing that still bugs me are the ram slots... the mothernoard can detect them all but to use all 8gb, i must have it in the first two slots (black 1 yellow 1).
just curious anout whether or not this is normal.
