Hello guys, I've built 2 different gaming PCs, both under the budget of 560 pounds, I will give you the link to the builds below. The reason they have a small form factor is because I will be carrying it 4-6 times a year on a plane. I will mainly play Metro: Last Light on it, I would hope to play it at a solid 60 fps with at least medium settings. I would also be doing some multi-tasking and the computer will be on for roughly 7 hours straight, so I would want it to be well cooled. I also need help with choosing a decent motherboard because I have no knowledge on that and my budget doesn't allow much money for an expensive one, but here are the builds. PS: If you could cut down on the prices that'd be great. Thank you very much for your time.

Yes go for the intel build. But change the psu to either:
http://uk.pcpartpicker.com/part/xfx-power-supply-p1550sxxb9
http://uk.pcpartpicker.com/part/evga-power-supply-100b10600kr

They are better quality than the CS 450W plus it doesn't have the correct number of PCIE connectors needed for a R9 270X.

So I should go for the intel?

Sorry for my lack of knowledge, what I say right now can sound very stupid, but from what I've heard, non-modular power supplies' cable management can be extremely difficult so is it possible to find one that has the right number of PCIE connectors for my GPU but semi-modular?

No, not necessary. It will base on what case you will use. For your case, modular might not help that much really.
You will use all the available PCIE connectors for your gpu with either psu I linked.

You should be able to push up to ultra and near 40fps. Metro last light is actually quite intensive similarly to crysis 3.
My R9 270 can run it ultra 1080p but no AA turned on with fps ranging from 30fps.
Your R9 280 should perform a bit better than mine.
