Solution
The processor and graphics card being used are not the greatest to be used for gaming. An upgrade to the processor to a quad core or better, with a decent clock speed like 2.5 GHz, and upgrading the graphics card to one that uses the modern GDDR5 memory. The upgrades will improve the gaming functionality of your computer. If upgarading the processor and the graphics card is not an option, try lowering the settings of the game.

Either reduce settings until it will play, or upgrade. The old, slow dual core and the old, slow 8400GS is not able to keep up. The best bang for the buck would be a gfx card upgrade. That will get you playing at least. What's your budget for an upgrade?
