New PC isn't performing correctly, stuttering in games.

I've already asked about this before, but only got one unhelpful response.

Hello,
So I just bought a new custom gaming PC and after about a week of playing different games on it I'm a bit worried about the performance I'm getting. The FPS in most games is fine, but I've noticed I'm getting these little stutters only when I'm panning the camera or turning left and right, almost like it's slow to render the objects when they come into view. Moving forwards and backwards in the games is fine, no stutters.

I've tried a few things already:
Cleaned out any traces of previous drivers (driver cleaner)
Ensured latest drivers are installed
Made the fans run faster in MSI Afterburner (GPU temps are very good when playing games)

Doing these have helped a little but it's still noticeable (particularly games like Assetto Corsa, Euro Truck Sim 2) - I know these games are still early access, could that have something to do with it? It's less noticeable in Skyrim and other big games, but still there. I'm not sure if this is just natural for PC games or something (I'm relatively new to PC gaming). Any advice would be appreciated.
