Computer Overclocks when not overclocking and won't proceed to Windows 8.1

Hi guys, so I have a serious issue that I need help on. I recently built a computer to play Far cry 4 and it worked perfectly fine until one day after playing the computer completely froze at the desktop. So naturally I rebooted it and it said overclocking failed! However, I wasn't overclocking my system. Well after I enter BIOS, and make sure it's all on default settings I go to boot into Windows. When it boots Windows 8.1 it goes straight to a black screen. I'm at a loss on what to do, any help would be more than greatly appreciated! Is it something to do with the motherboard? Or the Ram? Or maybe the CPU? Thank you!

ASUS Rampage V Extreme Motherboard
Intel i7- 5930K 3.5GHz
Corsair Vengeance LPX 16GB 2133 Ram
Radeon R9 295x2 GPU
Rosewill Hercules 1600W Power Supply

So I removed the OS drive and my computer did POST. It gave one beep that everything was good, so I'm going to do a repair and let you know of the result, thanks for the help so far!

Okay so I did all what you said and it worked! But, every time I try to download the driver for my graphics card it freezes all up again when it's try to download the display driver. And when I reboot I'm back to the same problem I had up before. Do you have any suggestions to that?

It's a brand new drive, I have no virus on my computer, my internment is very reliable, and I just did a clean install of windows and everything. Is that what you mean by clean install?

Oh yes, I did, I made sure every thing AMD related was gone so my new ones could install.

I checked the disk and there was no errors or anything wrong, and I scanned my computer for viruses and there was also none.

I just did, and even on a clean install of Windows it still froze on Installing Display Drivers. Is it a problem with my Graphics Card?
