Other computers with a rig lower than mine, but with the same GPU are running games in a higher fps

My computer won't run certain games with a good framerate ( >30 ), and other computers who have the same gpu, but less RAM and a worse cpu can run the game around 30 fps, for example Assassin's Creed 4, my computer, at 720p, will stay in 18 fps on low, while in those other computers, it can run in 20 - 30 fps on high, and on 720p. What could it be.

My specs:

Intel Core i3 4130 @ 3.4 GHz
8 GB DDR3
AMD Radeon HD 6670 1GB GDDR5
1 TB HDD
Not sure what's the font, but it can handle the GPU for sure.

Sorry if it was confusing, i just can't get it right.
 
First of all, you need to look at the components of each rig so you can compare apples to apples. As a tip for future questions like this, be sure to post your rig specs completely - motherboard make/model; psu make/model as well as the cpu, gpu and ram.

On the other hand, your gpu is pretty weak and that is certainly part of your issue. Without knowing what the rest of your system is, and the components of the "other" computers, it's hard to guess why the others are "better".

That m/b is socket 1150 and you can certainly upgrade your cpu to an I5 or I5k if you wish.

IMO, your biggest issue is the gpu. You are going to be limited in performance with the one you have. In addition, you really need to investigate what your psu is. You need to know how many amps are available on the 12v line, what gpu connectors are available and the brand (not all psu's are created equal).

Generally speaking, I'm going to guess you will need a psu and gpu upgrade in order to see frame rates like the "others".
